Healthy eyes and good eyesight are very important for a person to see clearly. One of the studies conducted by the National Institutes of Health (NIH) reveals that 94% of the United States population aged 12 years or older generally has a good vision, but the remaining are visually impaired.
What is Vision Training?
Also known as visual training, vision therapy is a kind of rehabilitative treatment or therapy for the eyes. The therapy is based on progressive training i.e. the exercises are easiest at first and become complex gradually. Vision training is intended to increase coordination and flexibility in the eye muscles.
People taking vision training gradually learn to control the eye muscles and can overcome many different kinds of visual impairment at the end of this therapy.
Why do People Need Vision Training?
Some people are born with weak eye muscles, while some suffer from the condition after an accident or trauma to the eye. You are also aware of the fact that all muscles in your body, including eye muscles become weak as a natural part of the aging process. With the help of vision therapy, most people who suffer from weak eye muscles can learn ways to control their eye movements in a better way.
Can Vision Therapy be Used With Eye Glasses or Contact Lenses?
Yes, vision therapy can be used even if the person is using glasses or contact lenses. Contact Lenses are much more competitively priced if you shop around at online suppliers.
Is Vision Therapy a New Concept?
Vision therapy has been around since the mid 18th century. However, the modern concepts were introduced in the United States in 1928. Often vision training is only limited to children but the fact is that it can also benefit adults. Your physician is in the best position to decide whether or not vision training is right for you.
What Can You Expect?
Vision therapy is very useful but it also takes time. Regardless of your age, you have to understand that your condition does not occur suddenly. However, you can overcome the problem by practicing vision therapy. Remember, it may take long before you see an improvement, but the key is to never give up.
Vision therapy works by stretching the unused eye muscles. It also relaxes muscles that are over strained. You will be trained to focus both the eyes together on near and far away objects. Emphasis will be given to the range you find blurry.
Your vision therapy can involve practice sessions with the vision therapist or the doctor as well as ?homework? exercises. It can take up to six weeks before you notice an improvement in vision problems. The length of your practice session is usually determined by your physician or vision therapist. You can expect drastic improvement after 10 to 15 weeks of practice sessions.
Your physician may assign you a number of exercises to do at home. Usually homework assignments take 15 to 30 minutes and you have to repeat the exercises 4 or 5 times in a week. Again, this schedule is decided by your physician or vision therapist.
Young kids need to be motivated by parents and teachers and it is important that kids consider vision therapy and homework exercises as fun. This therapy can be a real challenge even for adults therefore motivation is really crucial to continue the progress at a steady rate.
Who Can Benefit From Vision Training?
Children who are diagnosed with learning, reading or writing problems can benefit from visual training. Even autistic kids and those suffering from Attention Deficit Hyperactivity Disorder have chances of developing problems related to vision. Vision therapy can be used to manage the problems quite effectively.
A large number of professional athletes also seek vision therapy to improve their vision and reaction time. This therapy is also beneficial to improve hand and eye coordination.
Computer users, even those using contact lenses can use vision therapy to reduce discomfort due to repeated eye strain. Vision therapy is also helpful for adults who suffer from strokes or head injuries as a result of an accident.

Self improvement is a way to improve who you are as a person, both mentally and emotionally, and to improve the life that you lead. To reach your goals with self improvement, you must educate yourself on how you can make yourself a better person and decide what works for you and what doesn?t. There are some great ideas for personal development in the article below.
The way that you feel mentally has a large effect on how you feel physically. Have healthy meals that are full of nutrients, and be sure to exercise as much as you can. Like salt and pepper, a mind and body that are cared for and healthy go well together.
Place value on the best when it comes to self improvement. Therefore, you have to know what you value, and make it a priority for you.
Try to make each day more excellent than the previous one. Set a goal of continuous improvement through steady efforts. Try and improve yourself daily.
Having a better life often happens because of willpower, and keep in mind that the things you wish for others might have an effect on you. The idea here is that you should act toward others with a positive attitude. If you focus on the positive aspects of everyday life, you will be much less susceptible to those random episodes of doom and gloom.
TIP! You should always be respectful towards people, no matter what power they hold or what they could do for you. The way you act toward others says something about your character, not theirs.
Excessive alcohol use can lead to liver, kidney and circulatory disorders. Are nicotine or other destructive habits something that harms you? The human body is sacred and it is important that you treat yours right. One way to improve your life is by getting rid of any bad habits that you have. Take stock of how you are living your life and the habits you have accumulated. Which ones do you think you could get rid of right now?
Treat yourself right by respecting your body. Listen to the signals your body is sending you, such as feelings of hunger or fatigue, and do what is needed in response. If you do this, your body will better serve you for the future. Ignore what your body tells you at your own peril. If you let it down over and over again, it may get its revenge by letting you down.
Begin today setting some money aside regularly for emergencies. It is not good to pile up credit card bills when an unexpected emergency pops up. This makes you even less capable of dealing with an emergency in the future. If you put back just a few dollars every week you will quickly build up an emergency fund. These reserves can be of great assistance now and in the future, because the amount owed will drop, rather than build.
Are you ready to improve your life and your persona? If you want to make advances in personal development, you need to understand what strategies will or will not be effective. Take the advice you got in this article, and you will already have a head-start on making the most out of your personal development journey.

Holiday gift ideas for food and drink lovers. Now, I know that covers everyone because we all eat and drink but some of us care more about what we eat than others.
We are the connoisseurs, or gluttons if you will, or perhaps the wine or beer aficionado who talks incessantly about the new breweries or local wine. Hey, that's me! Anyway, I've come up with a list of ideas for the foodie (I was trying to avoid that word) in your life.
First, I think everyone should be giving gift certificates to restaurants, breweries and wineries with a note attached saying, "We're going together because part of this gift is that we are spending time together and enjoying great food and drink." So, we really could end all this holiday gift quandary right now.
However, if you want something a little bit different, get someone on your list a cooking class at Stages at One Washington in Dover. Chef Evan Hennessey's concept restaurant in the mills there has two or three themed dinners each month and the chef has thrown something new into the mix ? you can take a cooking class that cooks the dishes for a given dinner. Alice in Wonderland? Indulgence? Sounds like a ton of fun. The kitchen is spectacular, I really want to get my hands on some of that equipment and the food will be delicious. www.stages-dining.com
While we're on classes, take a brewing class. At A&G Homebrew Supply in Portsmouth and The Homebrew Barn in Hampton, you can get someone the gift of learning how to brew beer and wine or even cider, vinegar or make cheese. That's something you can do together, too! www.aghomebrewsupply.com and www.thehomebrewbarn.com.
In October I did something that was a heck of a lot of fun. Over at the Lindt Chocolate Outlet in Kittery they have Create Your Own Chocolate Bar set up where you get a tray with melted chocolate, which is just like a Lindt bar (so much so that it actually is a Lindt chocolate bar), and then you go over to the bar where you can festoon it with all sorts of treats like gummy sharks, hot cinnamon hearts, coconut, nuts ? oh about 30 or so fun "toppings" in all colors. Then, the expert there will put it into a machine to harden it, wrap it up and label it and voila! You have a personalized, creative, and delicious gift for someone. This is one of those things your kids can make and give to Grandma and Grandpa (which was always the difficult part at the holidays for me). It's just $10. Now, while I was there, I discovered all sorts of new things about Lindt, including chocolate bars I'd never seen before (the outlet has a vast selection including many made in other countries). They also introduced me to the technique of putting one of those Lindt truffle balls into my coffee. I had a big "hey why didn't I think of that" moment. They have their fun gold foil-covered bears and colorful foil Santas as well as many other chocolate figures this year too. www.lindtusa.com.
I'm also recommending, as did Oprah, the Corkcicle, which you put in the freezer, then your white wine and your wine stays nice and chilled. www.corkcicle.com.
The SodaStream is on my gift list too (you can carbonate vodka!) because you can make your own soda out of an infinite list of flavor possiblities (bacon!). www.sodastreamusa.com.
I'm thinking about getting a juicer too after seeing "Fat, Sick and Nearly Dead," and there are many to choose from at all price points. I love kale and carrot juice, I really do!
There are many great food-related books on the top of my list this year, including "Pastries," by Alison Pray who owns Standard Baking Co. in Portland (co-writer Tara Smith) Down East Books. The book is wonderfully designed and the recipes are easy and tasty.
Timothy Ferriss just came out with "The 4-Hour Chef: The Simple Path to Cooking Like a Pro, Learning Anything, and Living the Good Life" (Kindle Edition and in hardback from Amazon Books) His whole premise is that you can become a world-class chef in six months or less and he takes us from Manhattan to Okinawa, and from Silicon Valley to Calcutta, unearthing the secrets of the world's fastest learners and greatest chefs.
Ferriss uses cooking to explain "meta-learning," a step-by-step process that can be used to master anything, whether searing steak or shooting 3-pointers in basketball. That is the real "recipe" of "The 4-Hour Chef." You'll train inside the kitchen for everything outside the kitchen. Featuring tips and tricks from chess prodigies, world-renowned chefs, pro athletes, master sommeliers, super models, and everyone in between, this "cookbook for people who don't buy cookbooks" is a guide to mastering cooking and life." I'm pretty intrigued by this. He brings you through meta-learning, then the building blocks of cooking, foraging and more before sending you on your way to lifelong mastery of everything.
Wine lovers will like "The Juice," by Jay McInerney. (Alfred A. Knopf, 2012). It's a collection of his columns from the Wall Street Journal and you learn about wine through entertaining and well-written stories from his life. He's quite an expert. He'll also be at The Music Hall Loft tonight (Nov. 29) if you can get there.
There is always a great new cookbook from Phaidon press to get, and this year it's "The Lebanese Kitchen," the definitive book on Lebanese home cooking, featuring 500 authentic and delicious recipes that are simple to create at home. Salma Hage is a Lebanese housewife from Mazarat Tiffah, with more than 50 years of experience as a family cook and the recipes are simple and elegant at the same time.
If you know any restaurateurs or anyone who works in a restaurant, get them "The Art of the Restaurateur," which reveals the hidden stories behind some of the world's best restaurants, and celebrate the complex but unrecognized art of the restaurateur. It's by Nicholas Lander who owned L'Escargot in London in the 1980s and is now a renowned food columnist for the Financial Times. It covers everything you ever wanted to know about the highs and lows of the restaurant business, presenting the untold stories of the world's best restaurateurs, from luxurious Michelin-starred restaurants, to bustling neighbourhood bistros, to stylish fast-food cafes.
I also like "Jerusalem" (Ten Speed Press, 2012). This is a collection of 120 recipes exploring the flavors of Jerusalem from the New York Times bestselling author of "Plenty," Yotam Ottolenghi along with Sami Tamimi. You'll explore the vibrant cuisine of their home city ? with its diverse Muslim, Jewish, and Christian communities.
Also great is "Burma: Rivers of Flavor" by Naomi Duguid (Artisan, 2012). She tells terrific stories interspersed with 125 recipes and teaches you about the culture through food.
That's all for now! As I find more, I'll post them on my Facebook and Twitter pages so follow Rachel Forrest on both.

In this July 6, 2011, file photo, President Barack Obama sits in front of a screen displaying a question he tweeted??Looking for leverage in "fiscal cliff" talks with Republicans, President Barack Obama on Wednesday was to host middle-class Americans whose taxes risk going up January 1 then retreat behind closed doors for talks with top corporate executives. The White House also worked to enlist support on Twitter, highlighting a hashtag, #My2K, for tweets about the standoff.
Obama planned to deliver a speech at 11:35 a.m. to press Congress to extend Bush-era tax cuts on income up to $200,000 for individuals and $250,000 for families ? surrounded by Americans who stand to be affected when those reductions expire January 1.
The White House says that "a typical middle class family of four" would pay Uncle Sam an additional $2,200 unless those tax cuts are extended. Obama campaigned for reelection in large part on the argument that tax cuts that chiefly benefit the richest Americans? must expire in order to save popular government programs that face the axe. Republicans argue that will reduce investments that generate jobs at a time when the economy is still sputtering, with unemployment stubbornly high. The GOP has signaled it would be willing to consider boosting tax revenues as long as Democrats agree to overhaul popular entitlement programs like Medicare or Medicaid.
That $2,200 figure is the inspiration for #My2K, part of what the White House describes as an "online push" behind the president's approach. Obama has highlighted Twitter hashtags in past disputes with Republicans: #40dollars in the fight over the payroll tax holiday and #dontdoublemyrate in a feud over student loans.
The president, who spoke to top Republican and Democratic leaders over the weekend, was to make brief public remarks at the top of a meeting with his cabinet at 3 pm before huddling with senior executives from major American corporations.
Here is the list of attendees, as provided by the White House:
Frank Blake, Chairman and CEO, The Home Depot
Lloyd Blankfein, Chairman and CEO, Goldman Sachs Group
Joe Echeverria, CEO, Deloitte LLP
Ken Frazier, President and CEO, Merck and Co.
Muhtar Kent, Chairman and CEO, Coca Cola
Terry Lundgren, Chairman, President, and CEO, Macy's Inc.
Marissa Mayer, CEO and President, Yahoo!
Douglas Oberhelman, Chairman and CEO, Caterpillar
Ian Read, Chairman and CEO, Pfizer
Brian Roberts, Chairman and CEO, Comcast
Ed Rust, Chairman and CEO, State Farm Insurance Co.
Arne Sorenson, President and CEO, Marriott
Randall Stephenson, Chairman and CEO, AT&T
Patricia Woertz, President and CEO, Archer Daniels Midland
The "fiscal cliff" refers to an economically painful set of tax hikes and deep spending cuts that come into effect January 1 unless Congress and the president reach a deal.
Mahmoud Abbas, also known as Abu Mazen, has endured top Arab leaders beating a path to his rival in Gaza, Prime Minister Ismail Haniyeh, the leader of Hamas. Hamas may not have won militarily in this month's mini-war with Israel but it paid off politically and diplomatically big-time. From pariah Hamas emerged as the power-player in Palestinian politics with a clear message: violence pays.
By Martin Fletcher, NBC News
With Palestinians looking certain to win coveted U.N. recognition as a state on Thursday, Palestinian President Mahmoud Abbas can chalk up the General Assembly vote as a personal triumph on two levels.
From his headquarters in Ramallah on the West Bank Abbas, also known as Abu Mazen,?has endured?top Arab leaders beating a path to his rival in Gaza, Prime Minister Ismail Haniyeh, the leader of Hamas. Hamas may not have won militarily in this month's mini-war with Israel but it paid off big-time, politically and diplomatically. From pariah status, Hamas emerged as the power-player in Palestinian politics with a clear message: Violence pays.
Abbas, who all his political life has preached non-violence, has recently seen his already marginalized position eroded further. All the more reason for him to have insisted on the United Nations vote, fending off objections and threats from Israel and Washington. So victory in the General Assembly sounds his own strong message: non-violence pays too.
?
Being?accepted as a non-member state, a promotion from its previous observer state, would be the Palestinians' biggest political victory. It places them on the path to full recognition as a member-state of the UN, and allows it to join UN agencies such as the International Criminal Court in The Hague.?
?Arafat's body exhumed; experts to investigate if he was poisoned
The non-member observer state status could also open the way for possible war crimes charges against ?Israel ?at the International Criminal Court.
Oliver Weiken / EPA
Israel's military said it had accomplished its objectives while Hamas claimed victory after the two sides exchanged deadly airstrikes and rocket attacks for over a week.
Another personal triumph for Abbas: For the last two years Abbas has threatened to resign, claiming he wanted a quieter life.?U.N. victory means he can say to his compatriots: I have fulfilled my promise and leave you now with this new status in international politics. Now you take the baton and run with it. He could bow out on top. That's what Palestinians in Ramallah today were saying could be?Abbas' next step.
Gazans move quickly to rebuild bombed tunnels to bring in food, weapons
Another result of success in the U.N. has already been the united voice of Palestinians today. In a rare show of unity, Hamas has joined Fatah celebrations in the West Bank and Gaza, celebrating together this?historic political moment.?
These symbolic breakthroughs for Abbas and the Palestinians It may not mean any change on the ground, though.
Arafat's exhumation: Palestinians' desire for truth might be dashed again
Initially Israel threatened that if Abbas did not call off the vote it would punish Abbas: withhold tax payments, possible annex the Jewish settlements on the West Bank and impose harsh sanctions. In the past few days that position has softened.
But Israel still insists, joined by Washington, that Abbas' U.N. gambit is no substitute for face-to-face negotiations. The road to peace does not go via the U.N. Plaza in New York but via Jerusalem and Ramallah.
Palestinians: Settlers threaten West Bank's centuries-old olive harvest tradition
And although this appears like a Palestinian victory, analysts here point out that whatever Mahmoud Abbas has achieved in the United Nations today is less than Palestinians were offered 65 years ago. Then they were offered a state in Palestine and full membership in the United Nations. Now?celebrations are about?their status as a 'non-member state'.

Eddie Hearn on Devon Alexander vs. Kell Brook ? Boxing News
Welterweight titlist Devon Alexander is looking forward to face Briton fighter Kell Brook next year. Both fighters are scheduled for a showdown on January 19, 2013, in the main event of Showtime?s first major fight card of 2013. The venue for the match has
not been decided yet but it will take place in Las Vegas, according to Brook?s promoter Eddie Hearn of Matchroom Sport.
According to Hearn, he has spoken to Devon?s promoter Golden Boy and they have reached an agreement to keep the fight in Las Vegas, whereas it should have taken place in St. Louis, which is the hometown of Alexander.
?We made a number of significant offers to Golden Boy and (Alexander adviser) Al Haymon, well in excess of seven figures, to try and bring the fight to the U.K., but Devon had no interest in travelling,? said Hearn,? said Hearn. ?We were at a 75-25 disadvantage
in any potential purse bid and when we received the final offer from Golden Boy, we were all happy.?
?If we won a purse bid and Devon vacated, we had all the potential to become a paper champion and that's not what Kell Brook is all about,? Hearn added.
?There's no reason to have to leave the country to fight a guy who no one in America has ever heard of,? he added.
It should be noted here that Brook?s fight against Devon is a major showdown for both the fighters. Brook is looking forward to face fellow Briton fighter Amir Khan soon but he needs to win a world title to get his hands on Khan.
Amir Khan has recently implied the condition of fighting Brook only if the latter has a world title, and the former WBA and IBF unified light welterweight titlist is dead sure about it. In order to get to Khan and settle scores with him, Brook needs to defeat
Devon and grab his title.
As Amir Khan puts it, he will only face Brook if the latter becomes a world champion. For Khan, there is no motivation in fighting Brook if there is no title involved.
WASHINGTON (AP) ? U.S. sales of new homes fell slightly in October and the September sales pace was slower than initially thought.
The Commerce Department said Wednesday that new-home sales dipped 0.3 percent in October to a seasonally adjusted annual rate of 368,000. That's down marginally from the 369,000 pace in September, which was revised lower from an initially reported 389,000.
Sales are still 20.4 percent higher than the same month last year. Still, new-home sales are well below the annual rate of 700,000 that economists consider healthy.
Sales fell a sharp 32.3 percent in the Northeast, but the government said Hurricane Sandy had only a minimal effect on the housing data because it hit at the end of the month.
The improvement in the new-home market this year follows other reports that show the housing market starting to recover more than five years after the bubble burst.
Home prices are rising, sales are up, and builders are starting work on more new homes and apartments.
A big reason for the rebound is that the excess supply of homes that were built during the housing boom has finally thinned out. At the same time, more people are looking to buy or rent a home after living with relatives or friends during and immediately after the Great Recession. And mortgage rates have been near record lows all year, making homes more affordable.
Though new homes represent only a small portion of the housing market, they have a disproportionate impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to statistics from the National Association of Home Builders.
Sales of previously occupied homes are near five-year highs, excluding temporary spikes in 2009 and 2010 when a homebuyer tax credit boosted purchases. Builders, meanwhile, are increasingly confident that the recovery has legs. A measure of their confidence rose to the highest level in six and a half years this month. And builders broke ground on new homes and apartments last month at the fastest pace in more than four years.
The Standard & Poor's/Case-Shiller home price index, released Tuesday, found that prices rose in most major cities in September compared to August. They rose 3.6 percent in the third quarter compared to the same period last year.
There are still factors dragging on a housing recovery. Many Americans, particularly first-time homebuyers, are unable to qualify for a mortgage or can't afford larger down payments.
Most moms of little ones ?twitch? at the idea of taking them to a craft store; aisles upon aisles of tiny pieces to spill, break, unravel, or stash in the cart. Yes, I speak from experience? When Little Brother was still an infant I did everything in my power to not have to take my precious little guys with me to the craft store; unfortunately during that time Big Brother and I weren?t able to do nearly as many fun projects as we can today.?
For that very reason, I am so excited to introduce all moms of little ones to Kiwi Crate?s NEW The Studio.?The Studio is a website of craft inspiration for you and your little one(s) to enjoy together! My favorite part is that they offer ?Buy The Kit? crafts! For under $8.00 you can purchase any of the featured Christmas crafts; how awesome is that!?!
Recently, the boys and I have the opportunity to create our our Tissue Paper Wreath for Christmas from The Studio! Check out our project:
All the materials we needed arrived at our door!
Along with easy-to-follow illustrated directions!
This easy Christmas craft was a HUGE hit in our home! Little Brother was content playing with a piece of tissue paper while Big Brother made most of the wreath all by himself! I enjoyed working on this with my boys and loved that the products arrived at our door? THAT WAS GENUIS!
Thanks The Studio, we look forward to many more projects together as a family from your site!

At Fortune Magazine's "Most Powerful Women" dinner? in Palo Alto, Calif., businesswoman Marissa Mayer, who was criticized for juggling a short maternity leave and her new role as Yahoo's CEO, says she has found balance by "ruthlessly prioritizing" God, family and then Yahoo, citing legendary Green Bay Packers coach Vince Lombardi.
?
By Ben Popken, TODAY contributor
"The baby's been easy!" Yahoo CEO Marissa Mayer told an invite-only crowd at a?Fortune?"Most Powerful Women" event on?Tuesday evening in Palo Alto, Calif.
"The baby's been way easier than everyone made it out to be. I think I've been really lucky that way but I had a?very easy, healthy pregnancy.?He's been easy. So those have been the two really terrific surprises: the kid has been easier and the job has been fun!" Mayer said, referring to her son, Macallister.?The crowd chuckled?along with her.
It turns out the former Google executive, known for her planning skills and extensive use of spreadsheets to make major life decisions (and determine the perfect cupcake recipe), can still be surprised when it comes to both motherhood and corporate leadership.
"I think that there's two surprising things," Mayer told the audience, comprised mostly of women, "I knew that the job would be hard and I knew that the baby would be fun. And the thing that surprised me, and really puzzlingly so, is that the job is really fun! Yahoo is a really fun place to work."?
In a television exclusive, TODAY aired excerpts of the interview this morning, which may be her last public interview for some time.
The 37-year old, Mayer, who became Yahoo's CEO while 6-months pregnant and gave birth shortly thereafter, returned to work after a two-week maternity leave, sparking debate about whether she could both lead the embattled internet giant and be a good mother.
More broadly, her story has kindled a national conversation about whether women can truly "have it all" in terms of?work-life balance. As a female CEO in the male-dominated tech world, and pregnant at that, some have pointed to her ascent as evidence of "The Fall of Men."
"What's the most important thing that you do, to get it all done?" Mayer was asked onstage at the FORTUNE event.
"You have to ruthlessly prioritize," replied Mayer. Doing interviews haven't been high on the priority list lately.?
"And that's one of the reasons I haven't been talking and I will go back to not talking after tonight."?said Mayer.
So far investors agree with how Mayer prioritizes her time. Yahoo's stock is up 18 percent since she took over.
A native of Wisconsin, Mayer cited legendary Green Bay Packers coach Vince Lombardi as an inspiration.
"And you know Vince Lombardi says, in my life there are?three things: God, family and the Green Bay Packers, in that order. For me, it's God, family, and Yahoo, in that order."
In a few hours Mayer will join a group of CEOs meeting with President Barack Obama to?discuss their priorities for?the so-called "fiscal cliff" of tax hikes and spending cuts set to take place?Jan. 1, unless Congress acts.

PARIS (AP) ? France announced Tuesday that it plans to vote in favor of recognizing a Palestinian state at the U.N. General Assembly this week.
With the announcement, France becomes the first major European country to come out in favor, dealing a setback to Israel. The timing of the announcement appears aimed at swaying other European nations.
Foreign Minister Laurent Fabius told parliament that France has long supported Palestinian ambitions for statehood and "will respond 'Yes'" when the issue comes up for a vote "out of a concern for coherency."
The Palestinians say the assembly is likely to vote Thursday on a resolution raising their status at the U.N. from an observer to a nonmember observer state, a move they believe is an important step toward a two-state solution with Israel. A Palestinian state would still not be a full General Assembly member, however.
Unlike the Security Council, there are no vetoes in the General Assembly and the resolution is virtually certain of approval. But such a vote by France ? a permanent council member ? could weigh on decisions in other European capitals.
Europe is divided over the issue. Switzerland and Portugal have said they will vote for the measure, but Germany is among the countries that have opposed the bid. Britain's position remains unclear.
Palestinians say they are doing this out of frustration over the four-year deadlock in peace efforts. They believe an endorsement of their state will bolster their negotiating position.
Israel strongly opposes the bid, accusing the Palestinians of trying to bypass negotiations. The resolution would endorse a Palestinian state in the West Bank, Gaza Strip and east Jerusalem, the territories captured by Israel in the 1967 Mideast war. Israel opposes a pullback to the 1967 lines.
As French lawmakers applauded Tuesday? many of them members or allies of the Socialist-led government ? Fabius cautioned against raising Palestinian hopes too high.
"But, but, but, but, but ? but at the same time, madame and monsieur lawmakers, we must show in this case a lot of lucidity," he said.
"On the one hand, because the text is currently being discussed, and I myself had (Palestinian) President Mahmoud Abbas on the phone yesterday morning," he said. "On the other hand, because ? let's not hide from this ? that this question will be asked at a very delicate moment."
He went on to note the "fragile cease-fire" after the recent deadly fighting between Hamas and Israel, the Israeli election in January, and the upcoming "change in composition of the American administration" ? with the United States seen by many as perhaps the most pivotal player in the region.
"In any case, it's only through negotiations ? that we ask for without conditions and immediately between the two sides ? that we will be able to reach the realization of a Palestinian state," Fabius said.
ScienceDaily (Nov. 26, 2012) ? The quest to harness a broader spectrum of sunlight's energy to produce electricity has taken a radically new turn, with the proposal of a "solar energy funnel" that takes advantage of materials under elastic strain.
"We're trying to use elastic strains to produce unprecedented properties," says Ju Li, an MIT professor and corresponding author of a paper describing the new solar-funnel concept that was published this week in the journal Nature Photonics.
In this case, the "funnel" is a metaphor: Electrons and their counterparts, holes -- which are split off from atoms by the energy of photons -- are driven to the center of the structure by electronic forces, not by gravity as in a household funnel. And yet, as it happens, the material actually does assume the shape of a funnel: It is a stretched sheet of vanishingly thin material, poked down at its center by a microscopic needle that indents the surface and produces a curved, funnel-like shape.
The pressure exerted by the needle imparts elastic strain, which increases toward the sheet's center. The varying strain changes the atomic structure just enough to "tune" different sections to different wavelengths of light -- including not just visible light, but also some of the invisible spectrum, which accounts for much of sunlight's energy.
Li, who holds joint appointments as the Battelle Energy Alliance Professor of Nuclear Science and Engineering and as a professor of materials science and engineering, sees the manipulation of strain in materials as opening a whole new field of research.
Strain -- defined as the pushing or pulling of a material into a different shape -- can be either elastic or inelastic. Xiaofeng Qian, a postdoc in MIT's Department of Nuclear Science and Engineering who was a co-author of the paper, explains that elastic strain corresponds to stretched atomic bonds, while inelastic, or plastic, strain corresponds to broken or switched atomic bonds. A spring that is stretched and released is an example of elastic strain, whereas a piece of crumpled tinfoil is a case of plastic strain.
The new solar-funnel work uses precisely controlled elastic strain to govern electrons' potential in the material. The MIT team used computer modeling to determine the effects of the strain on a thin layer of molybdenum disulfide (MoS2), a material that can form a film just a single molecule (about six angstroms) thick.
It turns out that the elastic strain, and therefore the change that is induced in electrons' potential energy, changes with their distance from the funnel's center -- much like the electron in a hydrogen atom, except this "artificial atom" is much larger in size and is two-dimensional. In the future, the researchers hope to carry out laboratory experiments to confirm the effect.
Unlike graphene, another prominent thin-film material, MoS2 is a natural semiconductor: It has a crucial characteristic, known as a bandgap, that allows it to be made into solar cells or integrated circuits. But unlike silicon, now used in most solar cells, placing the film under strain in the "solar energy funnel" configuration causes its bandgap to vary across the surface, so that different parts of it respond to different colors of light.
In an organic solar cell, the electron-hole pair, called an exciton, moves randomly through the material after being generated by photons, limiting the capacity for energy production. "It's a diffusion process," Qian says, "and it's very inefficient."
But in the solar funnel, he adds, the electronic characteristics of the material "leads them to the collection site [at the film's center], which should be more efficient for charge collection."
The convergence of four trends, Li says, "has opened up this elastic strain engineering field recently": the development of nanostructured materials, such as carbon nanotubes and MoS2, that are capable of retaining large amounts of elastic strain indefinitely; the development of the atomic force microscope and next-generation nanomechanical instruments, which impose force in a controlled manner; electron microscopy and synchrotron facilities, needed to directly measure the elastic strain field; and electronic-structure calculation methods for predicting the effects of elastic strain on a material's physical and chemical properties.
"People knew for a long time that by applying high pressure, you can induce huge changes in material properties," Li says. But more recent work has shown that controlling strain in different directions, such as shear and tension, can yield an enormous variety of properties.
One of the first commercial applications of elastic-strain engineering was the achievement, by IBM and Intel, of a 50 percent improvement in velocity of electrons simply by imparting a 1 percent elastic strain on nanoscale silicon channels in transistors.
The work was done with Ji Feng of Peking University and Cheng-Wei Huang, and was supported by the U.S. National Science Foundation, the U.S. Air Force Office of Scientific Research, and the National Natural Science Foundation of China.

Wyoming Credit Debt Reduction Laws
Our debt aid services can be found in Wyoming! There?s support for all those experiencing unsecured debts. Our debt experts are always prepared to consult with you and give you a free of charge discussion ?
Currently numerous debt relief services in their state of Wyoming. One service currently is debt settlement. Debt settlement is a superb program for lowering your obligations together with your lenders into one low monthly program cost. This process is incredible for those who are receiving the financial reach from the economy. Perfect individuals such programs are people who are seeing less money, have medical problems or are just too racked up with debt.
Nevertheless, you might not need certainly to also make an application for debt settlement if the statute of limitations is up in your state and the debt no further appears in your credit history. Officially, credit businesses should recover the debt in a period of time given by their state or the debt isn?t any longer recoverable next time period. Continue reading to discover if the statute of limitations is up for you personally.
Business Collection Agencies
(This really is meant to be considered a valuable and educational debt source for Wyoming customers and doesn?t represent legal advice.)
Wyoming uses the group of federal laws coping with collection agencies (and lawyers that gather debts) that are collectively referred to as the Fair Debt Collection Practices Act (FDCPA).
Unique creditor or creditor gathering own debt must comply with all of the provisions of the FDCPA, except these provisions dealing with required reports. (For instance, the initial creditor doesn?t need certainly to confirm the debt?s truth). Both original lender and debt collector can?t keep in touch with debtor?s company before a judgment is obtained until consumer consents. Violations are punishable as much as $1000, and consumer is eligible for reasonable attorney fees and a quantity corresponding to the amount of the problems he/she experienced Maximum Rate Of Interest an Assortment Agency May Charge in Wyoming: 7%
Wyoming Wage Protection: 75% of disposable weekly earnings (after tax income) or 30 times federal hourly minimum wage, whichever is greater.
Statute of Limitations
A statute of limitations is just a law that sets forth the most time period, after particular events, that legal proceedings predicated on these events might be started. For debt, the statutes of limitation affect the most time period following a customer is becoming delinquent on the funds. The important thing indicate remember is that you?re regarded delinquent not from the day of one?s last payment, but instead your day after you?ve gone overdue. Quite simply, in the event that you created your last payment on 3/3/03 and your next payment was due exactly the same time of the next month, the statute of limitations on your debt wouldn?t start working until 4/4/04. The statutes of limitations change from state to state and rely on the kind of debt and where in fact the original transaction took place (i.e. in the event that you took the mortgage out in Florida but currently reside in Wyoming, the relevant statutes of limitations could be Florida?s).

RAMALLAH, West Bank (AP) ? The remains of former Palestinian leader Yasser Arafat will be exhumed Tuesday as part of a renewed investigation into his death, a Palestinian investigator said Saturday.
Arafat died in November 2004 in a French military hospital, a month after suddenly falling ill. Palestinian officials claim he was poisoned by Israel, but have not presented evidence. Israel has denied such allegations.
Earlier this year, the detection of a lethal radioactive substance in biological traces on Arafat's clothing sparked a new investigation. Tests were inconclusive, and experts said they need to check his remains to learn more.
On Tuesday, Swiss, French and Russian experts will take samples from Arafat's bones, said Tawfik Tirawi, who heads the Palestinian team investigating the death. They will examine the samples in their home countries.
Arafat will be reburied the same day with military honors, but the ceremony will be closed to the public, Tirawi told a news conference.
He did not specify when results would be announced but said the probe could take months.
Earlier this month, workers began prying open the concrete-encased tomb in Arafat's former government headquarters in the West Bank city of Ramallah.
The Palestinian Authority, the self-rule government in the West Bank, had hesitated before agreeing to exhume the remains, in part because of cultural and religious sensitivities.
Since mid-November, the gravesite has been surrounded with a blue tarpaulin and roads leading to the Arafat mausoleum were closed. Arafat is still widely revered in the Palestinian territories, and Palestinian officials said they don't want the process observed by media and others.
The new probe into his death began this summer, after a Swiss lab discovered traces of polonium-210, a deadly radioactive isotope, on clothes said to be Arafat's. The clothes were provided by Arafat's widow, Suha, and given to the lab by the Arab satellite TV station Al-Jazeera. Separately, Mrs. Arafat asked the French government to investigate, while the Palestinian Authority called in Russian experts.
Arafat's death has remained a mystery for many. While the immediate cause of death was a stroke, the underlying source of an illness he suffered in his final weeks has never been clear, leading to persistent conspiracy theories that he had cancer, AIDS or was poisoned.
Many in the Arab world believe Arafat, the face of the Palestinian independence struggle for four decades, was killed by Israel. Israel, which saw Arafat as an obstacle to peace, vehemently denies the charge.
There is no guarantee the exhumation will solve the mystery. Polonium-210 is known to rapidly decompose, and experts are divided over whether any remaining samples will be sufficient for testing.
